In continuation of my despatch No.251 of the 15th of July, I have now the honour to transmit for your information the
enclosed copies of the report of the Sub-Committee to whom the General Committee entrusted the work of disbursing the fund raised for the relief of distress caused by the floods in the West River.

The Community in this Colony has exhibited in a remarkable degree its well known generosity in relieving distress,
and this at a time when trade has been very bad.
3.
The steps taken are all on eminently practical lines
and permanent benefit, as far as funds will permit of sufficiently
substantial work to stand against recurrent floods, is likely to
accrue.
I desire favourably to mention the work done by Mr.
E. R. Hallifax, the Honorary Secretary to the Committee, and to bring specially to your notice the excellent service rendered by Mr. A. E. Wood, who has shewn much tact in handling a situation which might have led to jealousy and friction when it touched local
interests in China.
